Notwithstanding any other provision in this title that requires a
person who signs the verification on a petition to be a
resident, a person who is not a resident may sign the verification on a petition if:

the person signing the petition is a resident who is temporarily located outside the state at the time of signing; and |

- Person: means :Utah Code 68-3-12.5
- Resident: means a person who resides within a specific voting precinct in Utah. See Utah Code 20A-1-102
- State: when applied to the different parts of the United States, includes a state, district, or territory of the United States. See Utah Code 68-3-12.5

the person signing the verification meets all the requirements in the verification, except for the residency requirement. |
