The Department of Public Health and Social Services is hereby designated as the agency to cooperate with the duly constituted Federal authorities in the administration of these parts of the Social Security Act which relate to maternal and child health services and the care and treatment of children with special health needs and is authorized to receive and expend all funds made available by the Federal government or from any other source for the purpose provided in this article; provided, that all plans, rules and regulations, or agreements adopted in
connection therewith shall be subject to the approval of the
Governor.
