The Legislative Assembly recognizes the responsibility of the state to promote more efficient use of the state’s construction resources, to foster the preservation of buildings of historical, architectural or cultural significance and to enhance the social and economic environment within and surrounding state buildings. State buildings are to reflect the highest standards of the environmental design arts and are to contribute to the citizen’s image of accessibility and responsiveness of government. [1977 c.599 § 2]
