(a) A governing body may accept and use state money made available through an appropriation from the general revenue fund or a gift, grant, or donation from any source to operate the regional or local health care program and to provide services or benefits under the program.
(b) A governing body may apply for and receive funding from the health opportunity pool trust fund under Subchapter D.
