- Proposal: means the job order contractor prepared document quoting those construction tasks listed in the unit price catalog that the job order contractor requires to complete the project scope of work, together with the appropriate quantities of each task. - State: means the State of California, unless applied to the different parts of the United States. See California Health and Safety Code 23
