The Commissioner of Energy and Environmental Protection may exempt any person from compliance with the provisions of § 22a-194a or 22a-194g if he determines that no technological or economical alternative to the use of the controlled substance exists. Such exemption shall be limited to one year and may be extended for another year upon application of the person to whom the exemption was granted.
