No person shall sell or offer for sale any container of a controlled substance unless the buyer is licensed under § 14-52 or is a person licensed under § 20-333 to perform work on air conditioning and refrigeration systems or is a person who holds a certification issued by the United States Environmental Protection Agency under Section 608 or Section 609 of the federal Clean Air Act, as amended by the Clean Air Act amendments of 1990.
