Notwithstanding any provision of this title or regulations adopted hereunder, the Commissioner of Energy and Environmental Protection shall not be required to publish notice of any final determination regarding an application under § 22a-39 or an application submitted after July 1, 1994, under § 22a-208a. Nothing in this section shall affect the authority of the commissioner to publish such notice as he deems appropriate.
