(a) The Governor’s Workforce Council, with the assistance of the Labor Commissioner and in consultation with the regional workforce development boards, shall develop a four-year Connecticut workforce development plan that meets the requirements of the federal Workforce Innovation and Opportunity Act of 2014, P.L. 113-128, as amended from time to time. Such plan shall constitute the single state plan for purposes of said act. The Governor’s Workforce Council, in consultation with the regional workforce development boards, shall update such plan at least once every four years.

(b) On and after July 1, 2021, the Governor may submit the Connecticut workforce development plan and any modifications to such plan to the United States Secretaries of Labor, Health and Human Services and Education, with the advice and assistance of the Governor’s Workforce Council, provided such plan and any modifications are consistent with the requirements of the federal Workforce Innovation and Opportunity Act of 2014, P.L. 113-128, as amended from time to time.
