The following development shall be presumed to be a development of regional impact and subject to the requirements of Florida Statutes Chapter 380:
The proposed construction of any airport development project as defined in the Federal Airport and Airway Development Act of 1970, Title 49 United States Code § 1701 et seq., involving the location of a new airport, a new runway or a runway extension.
