(1) The rules in this chapter comprise the District’s water shortage plan required under Florida Statutes § 373.246(1), and include restrictions pursuant to Florida Statutes § 373.175
(2) These rules apply to all water uses including those exempt from permitting pursuant to chapter 40C-2, F.A.C., with the exception of the domestic use of water as defined in Florida Statutes § 373.019(6), and users whose sole source of water is reclaimed water or seawater.
