(1) A permit applicant requesting a permit fee reduction pursuant to Florida Statutes § 218.075, shall submit, at the time of application for a permit, documentation that the population requirements of the statute have been met and:

  • Statute: A law passed by a legislature.
    (a) Certification by the governing body of an entity authorized to request a fee reduction, as required by Florida Statutes § 218.075, that the cost of a permit processing fee constitutes a fiscal hardship; or,
    (b) Documentation demonstrating the environmental need for the proposed project or activity.
    (2) The submission of a certification pursuant to Florida Statutes § 218.075, and this section shall be a factor in determining whether the permit applicant can provide reasonable assurance of conditions of issuance for an environmental resource permit with required mitigation.
    (3) A request for a permit fee reduction pursuant to Florida Statutes § 218.075, and this rule must be signed by an officer or employee authorized to act on behalf of the governing body of the county, municipality, or other authorized entity requesting the fee reduction. Documentation of such authorization shall be submitted with the permit fee reduction request.
