(1) Persons taking or possessing any fur-bearing animal or part thereof for commercial purposes shall be licensed as provided by Sections 379.354 and 379.364, F.S., and may sell such animals in accordance with the provisions of this chapter. Any person licensed to hunt as provided by Florida Statutes § 379.354, exempt from hunting licensure under Florida Statutes § 379.354, or who has obtained a free permanent hunting license as provided in Florida Statutes § 379.352, may take fur-bearing animals only by shooting or by the use of dogs for non-commercial purposes and may possess one bobcat or otter skin without meeting the tagging requirements of this section.
    (2) Persons holding valid furbearer licenses may sell tagged or untagged skins of bobcat or otter to licensed fur dealers or agents only during the period of December 1 to March 31.
    (3) Fur dealers or agents licensed pursuant to Florida Statutes § 379.364, shall tag all untagged skins of bobcat or otter immediately upon receipt with a furbearer tag issued by the Commission.
    (a) Tags shall be furnished by the Commission to fur dealers who shall account for the disposition of used tags and return all unused tags by April 15.
    (b) The possession of untanned skins of bobcat or otter is prohibited during the period of April 1 to November 30 unless each skin has been tagged with the furbearer tag.
    (4) Skins of bobcat or otter shall not be transported, shipped, carried, exported or otherwise removed from the state unless each skin is tagged with the Commission furbearer tag.
