Upon completion of the review and analysis of current practices in light of contemporary Cash Management techniques, a preliminary report of findings and recommendations will be issued to the Agency head for review. The recommendations will satisfy cost benefit considerations and Agency goals and objectives will be considered.
    (1) All procedures will relate solely to Cash Management considerations and are not intended to impair the Agency’s discretion on any other matters.
    (2) The Agency shall review and respond to the recommendations within 30 calendar days from the date of receipt. The response shall consist of the following information:
    (a) Whether the Agency concurs with each recommendation;
    (b) If not, the reasons therefor;
    (c) Suggested alternatives by the Agency; and,
    (d) Comments, point by point, on recommendations.
