The Environmental Quality Commission may adopt rules to implement the financial assistance program established by ORS § 466.903 and 466.905. However, to the maximum extent possible, the Department of Environmental Quality shall rely on existing rules adopted by the commission to carry out other programs providing financial assistance to owners or operators of underground storage tank facilities.
