Any physician, midwife, or any other person in attendance at childbirth immediately after birth shall administer a one percent (1%) silver nitrate solution to both eyes of the newborn child. Preparations other than one percent (1%) silver nitrate may

be used only on approval of the Director and subject to such conditions and restrictions as the Director may impose.
