Any resident of Guam aged sixty-five (65) years or older may apply for a Guam Identification Card, which shall not expire. The card shall not be an identification card compliant with the REAL ID Act of 2005 (U.S. Pub. L. No. 109-13, 119
Stat. 231, 302 ) (2005) (codified at 49 U.S.C. § 30301 note) 119
Stat. 302) or any of its succeeding statutes. All fees and documentation as required by the Guam Department of Revenue and Taxation for a non-REAL ID Guam Identification Card shall apply. The notation “”Non-Expiring”” shall be placed on the identification card.
