e provisions of this Chapter shall continue to be operative, and shall be merged or rearranged in accordance with any Federal legislation that provides similar or equivalent benefits, if and when such Federal legislation is enacted. Fiscal arrangements pursuant to such enacted Federal law shall be accomplished by the Commission in accordance with law.
