) A mobile license shall be a general on-sale license only and shall authorize the licensee to sell alcoholic beverages to passengers, clients and customers for consumption only on the premises of a limousine or bus meeting the requirements of 9

rules and regulations applicable and enforceable, in accordance

(b) No applicant issued a license under this Section shall authorize any individual to operate a vehicle subject to this Section who has been convicted of any drug or alcohol-related offense.
