  • Advice and consent: Under the Constitution, presidential nominations for executive and judicial posts take effect only when confirmed by the Senate, and international treaties become effective only when the Senate approves them by a two-thirds vote.
The Board shall consist of five members who shall be appointed by the Governor with the advice and consent to the Guam Legislature. The Governor shall designate one of the members chairman. Three members shall be appointed for a term expiring June 30, 1950, and the remaining two members for a term expiring June 30, 1951. Thereafter every appointment shall be made for a term of two years, commencing from the date of the expiration of the last preceding term.
