Unless the context otherwise requires, the following provisions shall govern the construction of this Article:

(a) Tourist stamps means paper devices which are gummed on one side and printed on the other and designed in such a manner that they may be affixed to the outside ofthe envelopes. The stamps shall be the same approximate dimensions as those of the Christmas or Easter Seals and may be issued in booklets or sheets in any denomination, and shall be printed on one side. Said printing shall consist of the Guam seal, a historic or scenic view of Guam and/or such other matter as the Board finds proper.

(b) Board means the Board of Directors of the Guam
Visitors Bureau.
