(a) Within ninety (90) days following the enactment of this Act, the Guam Visitors Bureau shall adopt, pursuant to the requirements of the Administrative Adjudication Law, the rules and regulations necessary to effectuate the provisions herein, which shall include, but not be limited to: the definition of a cultural ambassador and a sports ambassador; the types of fairs, competitions, and activities to be authorized; a requirement that grants awarded to each ambassador not exceed fifty percent (50%) of transportation expenses; eligibility and selection criteria; and the requirement for cultural and sports ambassadors to complete community service hours as a condition for receiving public funds.

(b) In developing the required rules and regulations, the Guam Visitors Bureau may consider incorporating existing rules and regulations established for the ‘Off-Island Educational Training and Cultural Enhancement Fund,’ and the ‘Sports Fund for Off-Island Travel,’ as applicable and necessary. The rules and regulations shall ensure that Fund proceeds are used exclusively to support cultural groups sanctioned by the Guam Visitors Bureau, youth sports teams participating in nationally and internationally recognized competitions, and other sports teams that are acknowledged by a nationally or internationally recognized sports organization.
