There is hereby created the Reverend, Dr. Martin Luther King, Jr. Human and Civil Rights Commission, hereinafter referred to as the
‘Commission’, which shall continue in effect until dissolved by I Liheslatura. The Commission shall be formed and meet no later than forty- five (45) days after the enactment of this Act.

Commission appointees must have lived in Guam for at least one (1) year and must be committed to promoting the ideas and vision of the Reverend, Dr. King, Jr., as well as human and civil rights in Guam. Commission members shall be sworn in by I Maga’lahen Guåhan and their appointments shall not be subject to advice and consent procedure of I Liheslaturan Guåhan.

The Commission shall be comprised of seventeen (17) members, fourteen (14) of whom shall be appointed by I Maga’lahi and three (3) who shall be appointed by the Speaker of I Liheslatura.

(a) I Maga’lahi’s appointees are: (1) The Executive Director;
(2) Two (2) from the military community; (3) One (1) from the business community;
(4) One (1) from the Guam Interfaith Committee;

(5) Three (3) representing education: one (1) each from private, public, and military educational institutions;

(6) One (1) from the Consular Corps;

(7) One (1) member of the Mayor’s Council of Guam designated by the President of the Council, who may select himself;

(8) One (1) member of the Guam Youth Congress designated by the Speaker of the Youth Congress, who may select himself;

(9) One (1) member of the Civil Service Commission; (10) One (1) from the Judiciary System; and
(11) One (1) member of the Guam Chamber of Commerce, designated by the Chairman of the Chamber, who may select himself.

(b) The Speaker’s appointees are one (1) member of the minority and two (2) members of the majority who shall be designated by the Speaker who may appoint himself.
