Terms Used In 5 Guam Code Ann. § 1211

  • Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization
(a) The Plan shall contain a schedule of programs and projects to be implemented annually. Funding for such programs and projects shall be identified in the Plan by the project’s or program’s principal or administering government agency or instrumentality.

(b) Funding for programs or projects contained in the Plan which do not fall under the authority or responsibility of any particular instrumentality of the government of Guam may be met by annual appropriation of the Legislature.

(c) Upon approval by action or inaction of I Liheslatura, each governmental entity shall submit an annual report, inclusive of an executive summary, to the Office of Public Accountability (OPA) no later than January 30 of each year on its progress in achieving the objectives and goals as set out in the Plan. The OPA shall submit a compilation of the reports to I Liheslatura and publish the compiled report on its website no later than March 30 of each year.
