  • Contract: A legal written agreement that becomes binding when signed.
Notwithstanding any substantive or procedural provision of the Government Claims Act, Chapter 6 of Title 5 of the Guam Code Annotated, the Government waives immunity from any suit or action in contract on the bonds authorized by this Article, but does not waive sovereign immunity as to the personal liability of elected officials and employees of the Government.
