- Advice and consent: Under the Constitution, presidential nominations for executive and judicial posts take effect only when confirmed by the Senate, and international treaties become effective only when the Senate approves them by a two-thirds vote.
There is hereby established within the government of Guam the Guam Ocean and Fisheries Management Council composed of nine (9) voting members who shall be appointed by I Maga’låhen Guåhan with the advice and consent of I Liheslaturan Guåhan.
