  • Contract: A legal written agreement that becomes binding when signed.

Anything in § 103D-309 to the contrary notwithstanding, any federal-aid highway contract shall be binding and of force if the director of finance certifies that the director anticipates the accrual of an amount in the highway fund sufficient to pay the State’s share of the contract before the performance contracted for is completed.
