Subject to the provisions of this Act, the Department may:
         (a) Authorize examinations to ascertain the
    
qualifications and fitness of applicants for licensing as a Licensed Professional Geologist or as a Licensed Specialty Geologist, as defined by the Board, and pass upon the qualifications of applicants for licensure by endorsement.
        (b) Conduct hearings on proceedings to refuse to
    
issue or renew licenses or to revoke, suspend, place on probation, reprimand, or take any other disciplinary or non-disciplinary action against licenses issued under this Act.
        (c) Formulate rules required for the administration
    
of this Act.
        (d) Obtain written recommendations from the Board
    
regarding (i) definitions of curriculum content and approval of geological curricula, standards of professional conduct, and formal disciplinary actions and the formulation of rules affecting these matters and (ii) when petitioned by the applicant, opinions regarding the qualifications of applicants for licensing.
        (e) Maintain rosters of the names and addresses of
    
all licensees, and all persons whose licenses have been suspended, revoked, denied renewal, or otherwise disciplined within the previous calendar year. These rosters shall be available upon written request and payment of the required fee.
