As used in this Act:
“Child” means a person under the age of 16. “Child” does not include a minor emancipated by operation of law.
“Parent” means a parent, step-parent, or legal guardian.
“Personal information” means any of the following:
(1) A person’s name.
(2) A person’s address.
(3) A person’s telephone number.
(4) A person’s driver’s license number or State of

- Guardian: A person legally empowered and charged with the duty of taking care of and managing the property of another person who because of age, intellect, or health, is incapable of managing his (her) own affairs.
- individual: shall include every infant member of the species homo sapiens who is born alive at any stage of development. See Illinois Compiled Statutes 5 ILCS 70/1.36
- State: when applied to different parts of the United States, may be construed to include the District of Columbia and the several territories, and the words "United States" may be construed to include the said district and territories. See Illinois Compiled Statutes 5 ILCS 70/1.14
“Parent” means a parent, step-parent, or legal guardian.

(1) A person’s name.
(2) A person’s address.
(3) A person’s telephone number.
(4) A person’s driver’s license number or State of
