The State of Illinois recognizes the need to create an interagency board for services for children who are deaf or hard-of-hearing and have an emotional or behavioral disorder. The Board shall provide advice to the State Superintendent of Education, the Governor, and the General Assembly on all matters pertaining to policy on children who are deaf or hard-of-hearing and have an emotional or behavioral disorder, including, but not limited to:
        (a) The need for diagnostic, referral, and placement
    
assistance centers.
        (b) A report on the implementation of legislation
    
enacted for children who are deaf or hard-of-hearing and have an emotional or behavioral disorder.
        (c) A status report on day and residential
    
educational and mental health service providers for children who are deaf or hard-of-hearing and have an emotional or behavioral disorder.
