The Department shall charge, collect and receive fees or money equivalent to the cost of providing Department personnel, equipment, commodities and services to other agencies and branches of State government, units of local government or the federal government, on such terms and conditions as in the judgment of the Secretary are in the best interest of the State.
     All services provided by the Department shall be conducted pursuant to contracts in accordance with the Intergovernmental Cooperation Act.
