It shall be a violation of this Act for any person:
         (1) To cause or assist in the violation of Section 9
    
or 10 of this Act or any regulation promulgated hereunder.
        (2) To fail to adhere to the schedule set forth in,
    
or pursuant to, this Act for adopting and reviewing a waste management plan.
        (3) To fail to implement the recycling component of
    
an adopted waste management plan.
