None of the following shall be construed to limit the authority created by this Act:
(A) § 5-12001 of the Counties Code;
(B) § 5-12001.1 of the Counties Code;
(C) § 110-5 of the Township Code; and
(D) § 11-13-1 of the Illinois Municipal Code.
