board: refers to the board of the levee authority. See Indiana Code 14-27-6-2
Year: means a calendar year, unless otherwise expressed. See Indiana Code 1-1-4-5

Sec. 16. The members of the board are entitled to a minimum compensation of six hundred dollars ($600) each year.
