- counselor: refers to the public access counselor appointed under section 6 of this chapter. See Indiana Code 5-14-4-1
Sec. 6. The governor shall appoint a public access counselor at a salary to be fixed by the governor. The public access counselor shall serve at the pleasure of the governor.
