All such sums of money which shall have been paid into court or collected by said petitioner or utility in excess of the rate finally established and which shall not be claimed, as provided in Kan. Stat. Ann. § 66-118h, within one year after the date of the publication of the notice provided in Kan. Stat. Ann. § 66-118h, shall be paid into the state treasury and credited to the general revenue fund.
