(a) Except as provided in Kan. Stat. Ann. § 82a-1415 relating to the director, the authority or the director shall not suspend or revoke a license or permit without first giving the licensee reasonable notice and a reasonable opportunity to be heard with respect to the ground for possible suspension or revocation.

(b) Hearings under this section shall be conducted by the authority or the director in the manner provided for in Kan. Stat. Ann. §§ 82a-1409 and amendments thereto.
