(a) The secretary of agriculture with the recommendation of the state sealer may adopt, amend and revoke reasonable rules and regulations concerning:

(1) Standards of workmanship for testing services;

(2) requirements for contractual responsibilities and fulfillment of agreements by testing services;

(3) furnishing of reports and information necessary for the state sealer to carry out the provisions of Kan. Stat. Ann. §§ 83-401 to 83-410, inclusive, and amendments thereto; and

(4) other matters necessary for the administration of the provisions of Kan. Stat. Ann. §§ 83-401 to 83-410, inclusive, and amendments thereto.

(b) For purposes of inspection, the state sealer or authorized representatives of the state sealer may enter upon private premises with consent of the occupant.
