The board shall not incur nor permit the incurrence of any indebtedness, in any manner or for any purpose, in an amount exceeding, in any fiscal year of the board, the income and revenue provided for the year through the appropriation provided for in KRS § 212.639 or under any other provision of KRS § 212.626 to KRS § 212.639 and funds derived from any other sources, without the assent of the voters in the county, voting at an election called and held for that purpose.
