• Hazardous liquid: means :

              (a) Petroleum or any petroleum product, except as specifically excluded in this Paragraph, and

              (b) Any substance or material which is in liquid state, excluding liquefied natural gas and hydro-carbons incidental thereto, when transported by pipeline facilities and which, as determined by the assistant secretary by rule or regulation in accordance with La.
