The board of commissioners shall meet in open session on the date and at the place and hour named in the notice calling for bids, and shall proceed to open the bids and award the contract to the lowest responsible bidder who can furnish satisfactory security, in conformity with the said provisions of La. Rev. Stat. 38:2211 through La. Rev. Stat. 38:2217, but the board may, however, reject any and all bids.
