Section 28. All books and accounts of all offices, departments, boards, commissions and institutions of the commonwealth shall be kept by the fiscal year established for them, respectively, by clause ninth of section seven of chapter four.

  • departments: as used in this chapter , shall, unless the context otherwise requires, mean all the departments of the commonwealth, except the department of banking and insurance, but including the divisions of banks and loan agencies, of insurance, and also including the several boards serving in the division of registration, the board of registration in medicine and each of the executive offices created by chapters six A and seven.   • Fiscal year: The fiscal year is the accounting period for the government. For the federal government, this begins on October 1 and ends on September 30. The fiscal year is designated by the calendar year in which it ends; for example, fiscal year 2006 begins on October 1, 2005 and ends on September 30, 2006.
