It shall be the duty of the state highway department to construct, improve and maintain all access roads or bridges on state property, including the property of state institutions, but not including property under the jurisdiction of the department of conservation. Maintenance of roads shall also include the removal of snow and ice.
   The state highway department shall provide the department of administration with such technical engineering assistance as the latter may request in arriving at the proper estimated cost of projects recommended to the legislature under the provisions of this section.
