The department shall establish a program pursuant to section 2471 to 2498 with the following objectives:
  (a) To prescribe responsibilities of state and local governments for local health services.

  • state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories.   (b) To assure the availability, accessibility, and acceptability of required health services for the people of this state.
  (c) To establish the basis for equitable state reimbursement of expenditures to support local health services.
  (d) To assure that state reimbursement for reasonable and allowable costs for required and allowable local health services shall be provided at the level necessary to assure maintenance of the services on an equitable basis for the people of this state.
