- Guardian: A person legally empowered and charged with the duty of taking care of and managing the property of another person who because of age, intellect, or health, is incapable of managing his (her) own affairs.
- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. Such a transfer may be made only upon a written request by the said superintendent and the approval of the committing judge and of the governing bodies of the institution or agency of the state from which and to which such transfer shall be made, after notice to the parents of the juvenile or to his legal guardian, if he is under guardianship.
