The commissioner of the department of health and human services shall adopt rules, pursuant to RSA 541-A, relative to:
I. The women, infants, and children program under N.H. Rev. Stat. § 132:12-a.
II. The prevention of ophthalmia in newborn babies under N.H. Rev. Stat. § 132:6.
III. Newborn screening tests and how fees for such tests are to be determined under N.H. Rev. Stat. § 132:10-a.
IV. Services for children with special health care needs as provided under N.H. Rev. Stat. § 132:13.
V. Maternal and child health services provided directly by the department or by local agencies under contract to it.
