Before revoking or canceling any license or registration the commissioner of the department of health and human services shall give written notice, stating that he contemplates such action and giving his reasons therefor. Said notice shall appoint a time of hearing and shall be sent by registered mail. On the day of the hearing the party concerned may present such evidence as he deems fit.
