I. To carry out the purposes of this chapter, the commissioner shall formulate definitions and adopt rules under N.H. Rev. Stat. Chapter 541-A consistent with:
(a) The boiler and pressure vessel code of the American Society of Mechanical Engineers and the National Board Inspection Code as published by the National Board of Boiler and Pressure Vessel Inspectors, with the amendments and interpretations thereto; and
(b) The code and amendments thereto adopted by the state building code review board pursuant to N.H. Rev. Stat. § 155-A:3-a.
I-a. In addition, the commissioner may adopt rules under N.H. Rev. Stat. Chapter 541-A to facilitate administration and enforcement of this chapter and N.H. Rev. Stat. § 155-A:3-a.
II. All rules adopted by the commissioner under authority granted by this chapter shall be adopted as provided by RSA 541-A.

- state: when applied to different parts of the United States, may extend to and include the District of Columbia and the several territories, so called; and the words "United States" shall include said district and territories. See New Hampshire Revised Statutes 21:4
(b) The code and amendments thereto adopted by the state building code review board pursuant to N.H. Rev. Stat. § 155-A:3-a.
