- petition: when used in connection with the equity jurisdiction of the superior court, and referring to a document filed with the court, shall mean complaint, and "petitioner" shall mean plaintiff. See New Hampshire Revised Statutes 21:51
For purposes of this subdivision, “department decision” means the final action on an application, petition, or request taken by the commissioner or any department official to whom the commissioner has properly delegated the authority to take such final action. “Department decision” does not mean rulemaking or an agency declaratory ruling as provided for in RSA 541-A.
