  • Litigation: A case, controversy, or lawsuit. Participants (plaintiffs and defendants) in lawsuits are called litigants.
  • state: when applied to different parts of the United States, may extend to and include the District of Columbia and the several territories, so called; and the words "United States" shall include said district and territories. See New Hampshire Revised Statutes 21:4
The state shall pay for all land and other property taken or acquired by the commission, and, with the approval of the governor, with advice of the council, for the services and expenses of the commissioners and costs of litigation incurred by the commission in the taking of such land and property, and all such sums shall be a charge upon the state highway department funds.
